HOSTAGE NEGOTIATIONS TEAM

The Hostage Negotiations Team currently consists of Detective Dan Flowerdew.  The Hostage Negotiations Team is part of the Critical Incident Response Team (C.I.R.T.).

The Detectives have attended the week long hostage negotiation training.  The training was held in Pacific Grove California and involved both classroom and practical training.  The training was approved by (P.O.S.T.) Peace Officer Standard Training, and offered through San Jose State University.   The primary instructors of the hostage negotiations training were Ray Birge, and Dr. Tom Strentz both retired law enforcement officers with extensive experience.

The Hostage Negotiations Team responds with the C.I.R.T. Team to negotiate crisis situations.  These situations may involve armed suicidal subjects, hostage situations, or armed barricaded subjects.

The Hostage Negotiations Team is a recent addition to our Critical Incident Response Team.  Since March 1999, the team has been utilized on two high risk arrests in which the suspects were armed, and had discharged firearms in a reckless manner.  In both incidents the Critical Response Team was successful in arresting the suspect.  In August 1999, the Hostage Negotiations Team took part in a joint training exercise.  This exercise took place at Vista Jr. High School, with the participation of the teachers, administration and the C.I.R.T. Team.

The Hostage Negotiation Team is another example of the Red Bluff Police Departments efforts to meet the needs of our community.
