WELCOME MESSAGE FROM THE CHIEF

The Red Bluff Police Department has seen a change in leadership with the retirement of former Police Chief Scott Capilla.   The job of policing is challenging at any given time.  However, the current economic situation has increased the challenges just as it has become more challenging for any other business, industry or organization.  That being said, the Red Bluff Police Department is staffed with dedicated men and women that are very capable of meeting these new challenges. 

The Red Bluff Police Department is a full-service Police Department that is currently staffed with twenty-three sworn police officers and twelve civilian employees.  For the first time in the history of the Red Bluff Police Department, Police Officers and other staff had to be laid off due to budget constraints; one Police Officer, one Dispatcher and one Community Service Officer were laid off effective August 1, 2009.   The loss of these positions was in addition to an unfilled management position, two unfilled Police Officer positions and one unfilled Records Specialist position.   Effectively, the staff of the police department has been reduced by seven (7) positions within the past eighteen months.  

This reduction in staff has caused a significant loss of personnel to the uniformed patrol staff.  These are the officers in uniform that respond to the day to day calls for service.  We would normally staff the Patrol Unit with seventeen (17) officers.  There are now only thirteen (13) officers assigned to patrol for 24/7 coverage, 365 days a year.   This was further reduced to twelve (12) with one officer re-assigned from patrol and placed on modified duty.
While all this was occurring with police staff, the calls for service have not diminished.  These staffing constraints have resulted in a change to some police services, but all things considered, the Red Bluff Police Department remains committed to providing quality police services to the citizens of Red Bluff.  Our Police Officers provide police services for a population of 14,000 within the city limits of Red Bluff, but our service population during the daytime may exceed 20,000 people.

The Red Bluff Police Department remains committed to Community Oriented Policing.  We continued to work with Neighborhood Watch Groups.  Our Police Officers participate in the Random Citizen Contact (RCC) Program, which is designed to encourage officers to make contact with citizens in an informal setting.  The Department re-vitalized the Community Field Office Program this year with the opening of a new Community Field Office in a local apartment complex.

The Department is divided organizationally into two Divisions.  These Divisions are the Operations Division and the Support/ Special Services Division.  The Operations Division consists of the uniformed Patrol Unit and Dispatch Unit.  The Support/ Special Services Division consists of the Investigations Unit, Records Unit and the Community Service Officer Unit.
